H M S, Inc. environmental staff and managers have extensive training and experience in waste management, emergency response, industrial services, remediation management and transportation logistics. The multi-disciplined staff consists of experienced managers, supervisors and environmental technicians.

Michael R. White – Vice President Operations, Partner: Mr. White has been involved in the environmental industry for over fifteen years, with the last five years in the role of Operations Manager. Mr. White has extensive experience involving emergency response and supervision of personnel and assets in response to natural and man-made disasters. Mr. White has gained invaluable experience in supervision of crews in excess of 40 individuals in response to Hurricane Katrina. Mr. White’s background includes numerous Hazardous Materials incidents, response to clandestine labs, large scale remediation, tank cleanings and Confined Space Entry and Rescue. Mr. White holds numerous certifications from TEEX, Union Pacific and other training organizations in High Angle Confined Space Rescue, Tank Car Safety and Hazardous Materials Response. He has supervised projects involving sampling, transporting and handling of Non-Hazardous and Hazardous Materials in over 20 states. Mr. White has led operations on major pipeline releases including a 5,000 barrel release which resulted in the reclamation and remediation of the released crude oil along a three mile impacted area.

Michael L. White – Vice President Project Management, Partner: Mr. White has over fifteen years of project management, environmental remediation and consulting experience. Mr. White has been responsible for project management in waste disposal, waste stream reduction and recycling with a major U.S. manufacturer and waste management firm. He served as liaison between client and vendors in relation to service issues and contract management. Mr. White’s consulting experience has been in the area of Facility Response Plans with regards to Spill Prevention Control and Countermeasure Plans and Storm Water Pollution Prevention Plans. Mr. White holds a Master of Business Administration degree and is a member of Delta Mu Delta, national honor society in business. As Eastern Region Project Manager for a prior environmental services firm, Mr. White was responsible for competitive and accurate estimation and bidding of projects and successful completion of those projects for clients across an area comprised of Northeast Texas, Northern Louisiana and Southern Arkansas. Mr. White has coordinated waste disposal and been responsible for compliance with Non-Hazardous and Hazardous waste streams for numerous clients.

Mark A. Hawkins – Vice President Sales and Marketing, Partner: Mr. Hawkins has over twenty five years of Sales and Sales Management experience. His experience includes manufacturing, chemical, food service, agriculture and governmental sales. Mr. Hawkins’ experience covers the entire sales process from prospecting all the way through to closure of the project. Areas of sales experience covers budgeting, planning, implementation and P & L responsibilities. Mr. Hawkins has recently worked directly with EPA Region 6 in bringing the Local Emergency Planning Commission (LEPC) training to the Ark-La-Tex area. He also possesses experience in working with trade organizations such as the Arkansas Environmental Federation, Arkansas Oil Marketers Association and the Ark-La-Tex Oil Field Expo. He has worked extensively with Local Emergency Planning Committees (LEPC) through- out South Arkansas, East Texas and NW Louisiana helping them develop plans for natural and manmade disasters. Mr. Hawkins has a BBA in Marketing from the University of Texas @ Tyler.

Tracy D. Carter – Director of Operations/Oil & Gas: Mr. Carter has over twenty five years of Oil & Gas experience in drilling, production, well work over, pipeline and HSE operations. His experience applies to both onshore and offshore environments. Mr. Carter possesses field application experience in Oil & Gas environmental remediation, emergency response, and regulatory requirements for Oil & Gas exploration and prodion operations. Mr. Carter has been responsible for management of legacy and decommissioning projects to successful completion and management of environmental litigation projects involving current and former Oil & Gas operations. He has served as Incident Commander on various well control incidents and spill/release incidents across the United States ranging in severity and impact for drilling, production and pipeline operations. Mr. Carter has project management experience for ground water impacts, soil treatment, soil/groundwater removal, impacted soil treatment and disposal, wetlands restoration, wildlife enhancement and natural resource protection.
